RIAC fast flowing ice cottonwood below Grand tower

There has been heavy flowing ice near Grand Tower the past two days. Ice flowing all the way to Cairo.

Yesterday morning a 6000hp boat stalled out in Cottonwood with 3lds & 21 mts 4w x 6L. After getting above Grand Tower with some help, got down to 1.4 mph at Backbone.

Yesterday afternoon a 9000hp boat stalled out in cottonwood with a string of 4lds and 31 mts, 5W x 7L. When he was trying to back down out of there the tow grounded on the red buoy line at UM 76.9. There is an assist boat in route arriving wag 1000 this morning.

NB traffic is moving, need to hold SB traffic for now. USCG has a broadcast going out ( again, the tow is on the red buoy line) :

ALL MARINERS ARE ADVISED OF A GROUNDED VESSEL AT UPPER MISSISSIPPI RIVER MILE MARKER 76 ON THE RIGHT DESCENDING BANK. THE VESSEL IS PARTIALLY BLOCKING THE CHANNEL. NORTHBOUND VESSELS ARE CLEAR TO PASS AT THE MINIMUM SAFE SPEED INSIDE THE CHANNEL. SOUTHBOUND VESSELS ARE NOT PERMITTED TO PASS UNTIL THE TOW IS CLEAR OF THE CHANNEL.
