OVERVIEW 
Reporting to the Human Resources Supervisor, the Human Resources Specialist (HR Specialist) is responsible for the successful execution of personnel actions, entries, and customer service in accordance with Louisiana State Civil Service and Port NOLA policy. The HR Specialist works collaboratively with Human Resources team members, directors, and other stakeholders to ensure company policies and procedures align with applicable laws and regulations.
This position is responsible for aligning business objectives with employees and directors in designated business departments within Port NOLA. The position formulates partnerships across the HR function to deliver value-added service to management and employees that reflects the mission, vision, and values of Port NOLA.

Qualifications

 

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level human resources experience.
SUBSTITUTIONS:
a. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.

b. A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience. (The college transcript must indicate the major as business administration, public administration, human resources/personnel, etc. Master's degrees in fields such as marketing, economics, etc. are not acceptable.)
c. Possession of a Juris Doctorate will substitute for one year of the required experience.
Advanced degrees with less than a Ph.D. will substitute for a maximum of one year of the required experience.
d. A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.
All advanced degrees will substitute for a maximum of two years of the required experience.
e. Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (CP) or a Senior Certified Professional (SCP) will substitute for a maximum of one year of the required experience.

In order to receive credit, your certification must be current (i.e., issued within the last three years). ESSENTIAL DUTIES AND RESPONSIBILITIES
(35%)  Recruitment & Staffing

  • Coordinates recruiting, selection, and placement activities for the agency.
  • Collaborates with managers to understand business operations and staffing needs to determine optimal staffing solutions to complex allocations problems.
  • Interprets Civil Service rules and regulations and departmental policies and procedures regarding personnel actions for assigned divisions, employees, and applicants.
  • Ensures position descriptions are maintained and updated every five years; partners with the managers to help draft position descriptions as needed.
  • Posts vacancies in accordance with Civil Service rules, guidelines, and timelines.
  • Conducts employee onboarding and off boarding processes.

(35%)  Health Benefits & Retirement Administration

  • Participates in the overall development and implementation of the agency’s health/benefits strategy.
  • Coordinates benefits program involving counseling employees and resolving problems.
  • Assists current, new, and prospective Port NOLA employees on the current benefits associated with Port NOLA; enrolls employees in all applicable benefit programs including, but not limited to retirement, medical, dental,  and life insurance programs.
  • Participates in annual open enrollment process through implementation, employee communication and enrollment tracking, and customer service.
  • Participates in quarterly benefit utilization meetings, providing input from employees and prospective applicants on richness of benefit offerings.

(15%)  Customer Service & Process Improvement

  • Ensures the HR office is a welcoming environment for all visitors and callers by addressing questions or concerns in a prompt, professional manner.
  • Develops employee processes or programs that drive engagement; provides opportunities for employees to build skills and knowledge base through workshops, clinics, and online learning tools.
  • Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).
  • Collaborates with cross-functional teams (i.e., Information Technology, Payroll, Risk Management, etc.) to implement changes that helps drive efficiency, improves communication, and provides employee clarity.
  • Assists in the development of ADP metrics and dashboards to track process performance.

(10%)  Employee Leave Administration

  • Works with Human Resources Analyst to stay informed of leaves, including Family Medical Leaves within assigned divisions.
  • Serves as the point of contact for assigned divisions, able to address managers’ questions about employees’ FMLA status.
